Mining Regulations
It seems likely that if regulations regarding the tailings dam at Mount Polley been enforced, the tailings pond would not have failed. In particular, if the government had ensured that the tailings pond was built out according to the company's initial design, it would not have failed.
However, we also do need more detailed regulations for evaluating the ground underneath tailings dams, because that was also a cause of the failure.
An independent body for enforcing regulations also seems like a good idea. Having an agency with a built-in conflict of interest always seems like a bad idea!?!?
And we need to collect the outstanding security deposits from the mining companies!
